Dear Roma people,
On 8 April, we mark International Roma Day—a day that reminds us that behind every community there are people with their own stories, struggles, dreams, and dignity.
The Roma community is part of Bulgaria, with a rich culture, traditions, and contributions that are often underestimated. But this day is also an occasion to admit honestly that equality, non-discrimination, and the protection of human dignity are still principles and values that, in most cases, exist only on paper.
Nearly 20 years after the launch of “Roma inclusion” policies, far too many Roma continue to live in exclusion—from education, from the labour market, from health services, from the opportunity for a dignified life.
This is not just an observation; this is not a piece of statistics. These are people. These are children who start out with fewer opportunities. These are families who face poverty, prejudice, and closed doors every day.
Equality cannot be achieved through programmes and written strategies. It happens when the rules are applied equally to everyone. It is a daily commitment for both the state and our society.
As Ombudsman, I affirm my commitment to protecting the rights of all citizens, regardless of ethnic background, and to actively addressing key issues affecting the Roma community, including problems with address registration, which often hinder access to fundamental rights and services.
At the Ombudsman Institution, we do not distinguish between complainants based on ethnicity, religion, gender, or age—every report is treated with equal attention, responsibility, and a commitment to justice. I will continue to advocate for sustainable solutions that guarantee equal access to administrative services, education, healthcare, and social support for vulnerable groups, including the Roma community.
