Rights of People with Disabilities

The scope of protection of rights of people with disabilities includes questions, signals and complaints of citizens concerning the following topics:

Socio-economic protection of people with disabilities (including granting targeted and monthly cash benefits):

• monthly financial support;
• targeted financial assistance for the purchase and repair of aids and medical devices, balneotherapy, purchase or adaptation of a car, housing rent, assistance for incidental needs;

Right to a pension for people with disabilities (including entitlements relating to granting and inheritance of disability pensions):

• disability pension due to general illness;
• social disability pension.

Social services for people with disabilities:

• services received in institutions (homes for the elderly people with disabilities, etc.);
• services received in the community (day care centers, family-type housing, etc.);
• social services received at home (assistance services, personal assistance, domestic helper, etc.)

Right to an accessible environment:

• accessible architectural environment;
• access to information;
• accessible transport and infrastructure (means of transport, stops, railway stations, bus stations, airports, etc.);
• accessible public services (such as health care, education, social system).

Medical expertise:

• certification and re-certification of the disability (the work of Territorial Expert Medical Commission/ National Expert Medical Commission and Medical Advisory Committee related to determining the type and degree of the disability);
• certification of the capability of people with disabilities to drive motor vehicles (Тransport Regional Medical Expert Committee).

Right to health care (rights of people with disabilities in the rehabilitation stage):

• right to balneotherapy;
• right to medical checks for certain types of disabilities;
• reimbursement of drugs and medical devices for people with disabilities.

Facilitation in the provision of administrative or other public services (various forms of assistance):

• fee reductions or exemptions;
• reductions and discounts for railway and city transport tickets, entrance to museums, libraries, etc.;
• exemption from vignette fees.

Access to municipal services (rights related to the implemented policies by the municipalities):

• right of people with disabilities to municipal housing;
• determination of personal or shared parking spaces;
• right to concessions when traveling by public transport;
• exemption from fees for the use of nurseries, kindergartens, schools, etc. municipal services.

Employment and entrepreneurship:

• compliance with law provisions when hiring and lay-off disabled people and in the process of implementation of their work or official duties;
• control over compliance with People with Disabilities Act requirement for quotas when hiring people with disabilities;
• support for equipment of a workplace for people with disabilities;
• support for employers who hire people with disabilities;
• support for people with disabilities when starting an independent business.

Right to education:

• Access to school inclusive education for children with specific educational needs;
• Access to higher education for people with disabilities (including provision of accessible materials, adapted process for learning and testing, aids, reduction or exemption from fees, right to scholarships, right to accommodation in dormitories and other social benefits);
• Vocational qualification and retraining and lifelong learning for people with disabilities.

Rights of people with disabilities to participate in cultural life, rest, leisure and sport:

• To attend mass sports and cultural events;
• To organize and participate in adapted sports activities;
• Participation and manifestations in cultural events and activities;
• Self-organization and participation in events and activities for recreation, artistic self-activity, and other activities for organizing free time, etc.
